Very hardly a skilled artist myself, but I do dwell around pixiv enough to have formed at least a thin opinion of style.

I tend to not want to compromise for anything, thus if any part of a drawing is mishapen, I would personally go back and change it repeatedly until it is shaped correctly.

Along those lines, some parts of Shimakaze's arms in particular seem misshapen, especially her fingers on her right hand... or just her right hand in general, and much of the left arm from the bulge that seems to be her left shoulder blade to the bulge that is her forearm.

Hands in particular can be hard to draw, but the fingers of her right hand... unless the palm is bent inwards, it should be impossible for the fingers to be at those angles, in particular her ring and pinky fingers. To alleviate this, I'd shift all fingers to the right to help create more room. Also, the fingers do vary in width, but yours don't to a large extent.

A final thing, It would seem... at least to me that her hair has been placed a little too high. A personal pet peeve of mine is when artists draw foreheads at diagonal angles, much as you've done to a lesser extent just to the left of Shimakaze's right eye. This is common practice yes, but I've seen great angles that absolutely misshape the head as a whole. This can be hidden by lowering the hair over the forehead. In fact... (while I lack the skill), it would seem to me that if the wireframe of her head is drawn, her hair itself is a little too far to the left; this is just me, but it is certainly high in my opinion. Would lower it, since I'm not exactly afraid of hanging hair over the eyes. Her hair is flowing and in motion in this scene, so if anything it probably would be ^^

Apart from that, I absolutely love the effects done to the end picture. I am myself a very, very big fan of light and brightness in pictures, and not only is the source of light very clear and very luscious (it's even colored, yellow in the top right like the sun), but various parts of your drawing shimmer, sparkle, and gleam. Shimakaze's hair, her sparkling button, her left leg, parts of the various Rensouhou-chans, as well as in the bubbles both in the foreground and the background. Parts of the drawing near the light source are also blurred, like the ends of Shimakaze's hair and the tops of her left fingers. Again, a very big fan of lighting, brightness, shadows, and the like. Adds a second life to a flat drawing.

Ah, her eyes as well. A more fancy and embellished version of the common kind that usually comes to mind.

Basically for me, on a whole Shimakaze looks somewhat misshapen and lopsided; I can look at her and feel that her shapes aren't quite right. They don't flow, and my untrained eyes even feel as if her left arm's proportions are a little off. However, the after effects added are stunning for me. If you're going to go to that far of a length to make your pictures seem fancy, I'd spend a significant amount of time to make sure that I kept a high level of quality all the way through.
